Florida zoning map by county: where zoning is mapped, and where it is not
There is no one zoning map of Florida: each county maps zoning outside city limits and each city maps its own. Map Views shows zoning in 46 of the 67 counties, on 85.5% of the state's parcels. Brevard, Hernando and Hardee are left out because of the terms on their layers, 18 small counties have none on our map yet, and future land use is shown in all 67.
Why one county can be half mapped
A county's zoning layer covers its unincorporated land. Every city in it publishes a separate layer, or none. So a county shows full coverage only when the county and each of its cities publish zoning we can load. On our map, four places show what a gap looks like:
- Broward: 11 cities, from Fort Lauderdale to Pembroke Park, cover 54.1% of the county's parcels. The rest of its cities are not on the map yet.
- Gadsden: only the City of Quincy, 14.9% of the county.
- Escambia and Calhoun: the county's layer alone, without the cities.
- Okaloosa: the county plus Destin and Fort Walton Beach, 75.6%.
When a parcel sits in a gap, its report shows a dash where the zoning would be. A dash means no layer, not unzoned land.
The three counties we never show, and where to look
- Hernando (120,408 parcels). The county's published layer is marked for county and appraiser use only. Its zoning districts page sends you to the property appraiser's GIS map: turn on the zoning layer there.
- Brevard (350,710 parcels). The county's layer may not be resold without the County Commission's consent. Its Planning and Development department on brevardfl.gov keeps the zoning and future land use maps; cities such as Melbourne and Palm Bay zone their own land.
- Hardee (15,312 parcels). The layer's metadata carries a private mapping firm's copyright. The county's planning and zoning page posts its land development code, its comprehensive plan maps and a zoning information request sheet.
The 18 with no layer on our map yet
Baker, Bradford, Columbia, Dixie, Gilchrist, Glades, Gulf, Hamilton, Holmes, Jackson, Jefferson, Lafayette, Liberty, Madison, Suwannee, Taylor, Union and Washington: 352,579 parcels between them. Most are rural counties in the north. Some keep zoning as a PDF atlas or a paper map, so the county's planning or building office is the place to ask, and a city's office for land inside a city. Their future land use is on our map, which tells you the planned category while you wait for the zoning answer.
All 67 counties
The share zoned is the parcels with a zoning district on our map, out of the county's parcels on the 2026 roll. Jurisdictions counts the county and the cities whose zoning we show. Measured on 31 October 2026.

Where this stops
- A share near 100% means a district is on file for nearly every parcel. It does not mean the layer is the government's newest: confirm a recent rezoning with the planning office.
- A parcel can straddle two districts or two jurisdictions. The report lists each one's share of the lot.
- The code alone does not say what may be built. Florida zoning codes explained shows why the same letters mean different things from one government to the next.
On Map Views
Turn on the zoning layer to see district lines with their codes over the street map or an aerial; the future land use layer draws its categories the same way. Click a parcel and its report names the district, its description and the government that set it. Search can filter by zoning code within the counties you pick.
Each city's and county's adopted zoning map is the authority for its land. Our layers are their published GIS copies; a planning office's written answer outranks any map, ours included.
