Hernando County zoning: where to look it up, and what our map shows instead
For land outside city limits, Hernando County's own zoning page points you to the property appraiser's GIS map, with its zoning layer switched on, and the rules for each district are in Appendix A of the county code. Land inside Brooksville is zoned by the city, which posts a 2026 zoning map. Our map leaves Hernando zoning out; for a Hernando parcel it shows the future land use, flood zone, soils and septic or sewer record instead.
Why the zoning is not on our map
The county's published zoning layer carries terms that limit it to the county and the appraiser, so we do not load it. Our report shows a dash in the zoning line for every one of Hernando's 120,408 parcels. A dash there means no layer, not land without zoning.
Four checks for a Hernando parcel's zoning
- County or city? Open Brooksville's 2026 boundary map. The site city on the roll is a mailing name: 36,099 parcels carry a Brooksville address, and the address alone does not put a lot inside the city.
- Outside the city: the county's zoning districts page says to find the district on the property appraiser's General GIS Map and to turn on the Zoning layer in its legend. The appraiser's site is hernandocountypa-florida.us, and the county's shared map gallery lists its other maps.
- Read the district's rules. Uses, setbacks and lot sizes are in the Hernando County Code of Ordinances, Appendix A: Zoning, which the county page links on Municode. How to read a district's setback table.
- Planned development. A parcel in a planned development project has its own approved conditions, and the county page says to ask its Zoning Division about those directly rather than read a district table.
Inside Brooksville, the city's Community Development department handles zoning, land use and addressing. Its 2026 zoning map is a PDF, and its land development code is on Municode beside the county's.
What our map does show for a Hernando lot
| Hernando, measured 1 November 2026 | Parcels |
|---|---|
| On the 2026 roll | 120,408 |
| With a future land use class | 117,973 (98.0%) |
| In FEMA's floodplain, of 117,314 with an outline | 11,431 (9.7%) |
| In a storm surge zone, of 118,018 with layers read | 27,792 (23.5%) |
| In an evacuation zone | 35,278 (29.9%) |
| Septic on record (known) | 37,745 (32.0%) |
| Sewer on record (known) | 32,256 (27.3%) |
| No system recorded (NA) | 32,676 (27.7%) |
| Vacant residential | 19,361 (16.1%) |
Future land use is the nearest thing to zoning we can show, and it is not the same: the plan sets the ceiling, the zoning sets what is allowed today (the difference). Read the class as a broad label. The statewide compilation we use puts 79,723 Hernando parcels in its residential-high class and 28,700 in residential-rural; the county's comprehensive plan sets the actual density for each of its own categories.
Flood in Hernando is mostly zone AE (10,633 parcels), with 279 in the coastal VE zone and 402 in zone A, mapped without a base flood elevation. The report gives each zone's share of the lot, not just the zone at its centre.
Where the empty lots are
Spring Hill is the county's largest place on the roll, with 54,035 parcels, but only 3,554 of them (6.6%) are vacant residential lots. The empty land sits elsewhere. Parcels with a Weeki Wachee address are 31.5% vacant (6,405 of 20,344), led by the Royal Highlands plats: units 7 and 8 alone hold 1,152 and 1,100 vacant lots. In the east, 3,031 of the 3,996 parcels with a Webster address are vacant. Owners who mail their bill outside Florida hold 29.8% of Hernando's vacant lots, against 11.9% of all its parcels.
A vacant Spring Hill lot has a median of 0.23 acre and a just value of $41,900. Its septic or sewer field almost never helps: 2,748 of the 3,042 with a record say NA, the value the state's inventory gives where it has no system on file. Ask the utility whether a sewer line serves the street before you price a septic system. Reading the soil for septic.
Where this stops
- No zoning for any Hernando parcel on our map, as above, and no zoning code filter for the county in search.
- Every Hernando parcel ID starts with R and contains spaces, and our search box does not find IDs typed that way yet. Search by address or owner name.
- A site city or ZIP code on the roll is the post office's, not the government's.
Hernando on Map Views
Search a Hernando address and the parcel's report lists its owner, values and sales, its land use class, how much of the lot each flood zone covers, its surge category and evacuation zone, wetlands, the soil map unit, and a Sewer, water line taken from the state's inventory. The Septic and well layer draws that record on every outline once you zoom in close. When the owner is a company, its Sunbiz filing comes with it. Then open the appraiser's GIS map for the zoning, and write the district in the parcel's notes.
Hernando County is the authority for zoning outside city limits, and the City of Brooksville inside them; the property appraiser is the authority for owner and values, and FEMA's rate map for the flood zone. Get a zoning answer in writing from the office that holds it before you rely on it.
