Lee County property search (LeePA) and Cape Coral flood zones: zone X is not the whole story
Search the Lee County Property Appraiser, LeePA, by STRAP number, folio ID, owner or address. For a Cape Coral lot, read two maps: FEMA's flood zone, and the state's storm surge zone. Two-thirds of Cape Coral parcels are in zone X, outside the high-risk floodplain, yet almost every one of them is inside a surge zone.
Searching LeePA
leepa.org opens on a quick search: owner or company name, last name first; a site address or postal code; or a parcel by its STRAP number or folio ID. The full Property Data Search adds a property description and the deed's instrument number, book and page, grantor and grantee. Deeds themselves are on the Lee Clerk's official records, a separate site.
The STRAP is the one to keep. Every Lee parcel's runs 17 characters on the 2026 roll, and the first six are its survey section, township and range, in that order: they match the roll's own survey fields on all 561,559 parcels. In our search box, type the 17 characters with no dashes or dots, or search by address. The folio ID is not on our copy of the roll, so it finds nothing there.
What a Cape Coral STRAP and lot tell you
After the six survey digits, Cape Coral parcels carry an area code from C1 to C4: 136,832 of the 136,845 parcels the city zones. Cape Coral is a city of small platted lots, and the roll shows it. The median parcel is 10,019 square feet, about 0.23 acre, and 67,243 parcels, 49.1%, measure within 100 square feet of 10,000. The city's R1 district covers 113,731 of them. 26,590 Cape Coral parcels are still vacant residential.
Zone X, and still in a surge zone
| Cape Coral parcels, measured on 31 October 2026 | Parcels |
|---|---|
| FEMA zone X (moderate or low risk) | 84,601 |
| FEMA zone AE (high risk, base flood elevation set) | 43,116 |
| In any storm surge zone, Category 1 to 5 | 136,742 |
| In the Category 1 surge zone, the first to flood | 72,367 |
| Zone X and in a surge zone | 84,498 |
| Zone X and in the Category 1 surge zone | 26,221 |
| In hurricane evacuation zone A | 41,883 |
The two maps answer different questions. FEMA's flood zone marks the high-risk floodplain, where a government-backed mortgage requires flood insurance; 33.8% of Cape Coral parcels with an outline are in it. The surge zone, from the state's evacuation study, marks how far a hurricane of each category may push the sea inland. FloodSmart, the federal flood insurance program's site, says 1 in 3 claims come from low- and moderate-risk zones. A zone X lot in Cape Coral is not a dry lot. What AE, X and VE mean.
Countywide, 80.5% of Lee parcels are in a surge zone and 30.7% in FEMA's high-risk floodplain.
Lehigh Acres, the other lot market
Lehigh Acres, inland and zoned by the county, has more empty lots than Cape Coral: 68,291 vacant residential parcels of 121,914 at Lehigh addresses, 56.0%. Its water story is different too. None of its parcels is in the Category 1 surge zone, and 5.3% are in FEMA's floodplain. Across the county, vacant residential lots sold for a median $40,000, over 7,772 qualified deeds from July 2025 to June 2026.

Where it stops
- Zoning. We show Lee County's own districts, Cape Coral, Fort Myers and Estero from their layers, and Bonita Springs and Fort Myers Beach from the county's parcel record. Sanibel is not shown; 8,404 parcels there have no code.
- Owners. 17,625 parcels name a different owner on the state's October final roll than on July's. 70,315, 12.5%, are owned by a name we match to a Sunbiz filing. Who runs it.
- Elevation. Neither map gives a building's floor height. That is on its elevation certificate, from a surveyor.

Type an address or the STRAP. The report puts the flood zone, the surge category and the evacuation zone together, with the zoning code, future land use, wetlands, soils, sales, values and the owner's Sunbiz filing. Under Storm imagery, turn on NOAA's photographs flown after Hurricane Ian, from 29 September to 2 October 2022, to see how a street looked that week, and keep notes on the lot.
LeePA is the authority for owner and value; FEMA's flood map and the state's evacuation study are the authorities for their zones. Cape Coral or Lee County answers for what you can build.
