Marion County (Ocala) zoning and land: A-1, Rural Lands and the ten-acre question

Outside Ocala, most of Marion County's land is zoned A-1, General Agriculture, and its comprehensive plan marks much of the countryside Rural Lands, at one home per ten acres. Most parcels inside Rural Lands are smaller than that. Before you offer on a rural lot, read three things: the zoning, the future land use, and the appraiser's agricultural classification, then ask Marion County Growth Services whether a house is allowed.

Three records, three questions

  1. Zoning says what uses and lot sizes the land development code allows. Marion County zones the unincorporated land; Ocala zones the city.
  2. Future land use sets the ceiling: how many homes per acre the plan allows, whatever the zoning. Why the plan wins.
  3. Agricultural classification is a tax status on the Property Appraiser's record. It lowers the assessment; it does not give you zoning rights.

A-1 is most of the map

On our map the county's code covers 251,085 parcels under 29 districts, and Ocala's 25,826 under 46. By parcel count, R-1, single-family, leads with 112,260. By land, A-1 does: 40,000 parcels holding 799,471 acres, 77.9% of all the acres on Marion's 2026 roll.

A-1 is not all farms. Public land takes 354,538 of those acres on just 1,648 parcels. Parcels the appraiser classifies as agricultural hold 339,753 acres, at a median of 10.4 acres each. And 18,279 A-1 parcels are homes, at a median of 2.24 acres: the county's small rural homesteads.

That is 3.9% of parcels and 37.2% of the county's acres. Pasture is the largest farm use, split on the roll by soil class.

Rural Lands and the ten-acre question

In the statewide 2020 land use file, Marion's Rural Lands category carries a density of one home per ten acres. It takes in 79,198 parcels and 482,424 acres. Yet 70,473 of those parcels are under ten acres, and 28,036 of the small ones are vacant. 2,958 are about five acres.

Under them the zoning varies: A-1 on 31,679, but residential R-4 on 23,906 and R-1 on 16,828, on land the plan calls rural. A small vacant lot in Rural Lands may or may not take a house; that depends on the county's rules for existing lots, and it is Growth Services' call, not the map's. Ask before you sign, and get the answer in writing.

Agricultural classification is a tax status

Under section 193.461 of the Florida Statutes, the property appraiser classifies land as agricultural each year. Only land used primarily for bona fide agricultural purposes qualifies, and the return is due by 1 March. The law sets no minimum acreage. Classified land is assessed on its farm use, and a house on it is assessed separately. The appraiser decides it again every year on how the land is used, so a buyer who stops farming should not count on keeping it.

What land sold for

The first three rows count qualified deeds of one parcel with DOR codes 01 to 06; August 2026 is the last full month. The per-acre rows use the state's sales file alone, codes 01 and 02. A farm's price includes its house, barns and fencing, which is why it runs well above bare land of the same size. Reading a sale history.

Septic, wetlands, flood

  • Septic is the rule. The Department of Health's inventory marks 94,637 Marion parcels as known septic and 7,587 as likely septic, against 54,441 on sewer. On a vacant rural lot, plan for a septic system and ask what permit it needs.
  • Little floodplain. 15,408 parcels, 5.5% of those with an outline, are in FEMA's Special Flood Hazard Area.
  • Wetlands. 14,382 parcels touch a mapped wetland; on 3,491 it covers half or more.

Where it stops

  • Four towns. 9,237 parcels have no zoning on our map, mostly at Belleview, Dunnellon, Reddick and McIntosh addresses. Ask the town.
  • A 2020 plan map. The future land use layer was compiled in 2020. Marion has amended its plan since; check the current map with the county.
