Charlotte County GIS and property search: reading a Port Charlotte platted lot after Ian
Use Charlotte County's GIS for plats and map layers and the Charlotte County Property Appraiser for the record, then read a lot's short legal, flood zone and surge category. 88,131 parcels, 40% of the county's, are vacant residential lots, the typical one 10,000 square feet in a platted subdivision. They sold at a median of $9,000 in 2019 and about $20,000 since, and nearly all sit in a storm surge zone.
Two county sites, two jobs
Charlotte County's GIS page is where the county's map layers live: its interactive mapping site, a map gallery, GIS data downloads, and a Plat and Condo Book Viewer for the recorded plats behind each subdivision. The record of a lot, its owner, values and sales, is at the appraiser's Real Property Record Search, which takes a parcel ID number, an address, an owner name, a short legal, a land use, a ZIP code or an owner's country.
The parcel ID is 12 digits. On 97.0% of parcels, the first six are the township, range and section of the land. Our search box finds the 12 digits as typed. Every vacant lot in our address search has a street number, so the address works too, even for a lot with no house.
The short legal tells you the subdivision
Charlotte's legal descriptions open with a three-letter code for the plat. PCH leads 97,270 of them, 48,988 still vacant, nearly all at Port Charlotte or Englewood addresses. PGI has 17,298 parcels, TGA 6,270 of which 5,405 are vacant. The appraiser's search has a Short Legal field for these codes, and the county's viewer holds the plat books.
The lots themselves are uniform. The median vacant lot is 10,000 square feet: 17,814 measure exactly that and 13,496 measure 9,999. In Charlotte County's zoning, one residential single-family district, RSF3.5, covers 116,576 parcels. On the 2026 roll a vacant lot's median just value is $15,300.
Who owns the lots
Owners of Charlotte lots are far away more often than not. 44.7% of the lots mail the tax bill outside Florida, and 5,589 outside the United States: Canada 1,430, France 929, Chile 528, Israel 501, Germany 355. Most owners have one lot: 44,913 lots are the only one under their owner's name. At the other end, 30 names hold 100 or more each, 7,406 lots in all. Reading an out-of-state owner.
What a lot sold for
| Deeds of land sold vacant, codes 01-02, one parcel | Sales | Median price |
|---|---|---|
| 2019 | 2,301 | $9,000 |
| 2020 | 3,553 | $9,000 |
| 2021 | 9,432 | $18,000 |
| 2022 | 6,822 | $24,000 |
| 2023 | 4,153 | $23,000 |
| 2024 | 4,011 | $22,000 |
| 2025 | 2,180 | $20,000 |
The price doubled in 2021, when sales nearly tripled, and has eased since. For the twelve months to May 2026, the last full month in the state's file here, vacant residential lots sold at a median $18,900 at Port Charlotte addresses (1,338 deeds), $23,000 at Punta Gorda (600), $24,000 at Englewood (133), $17,000 at Placida (168) and $29,900 at Rotonda West (120). Charlotte's own sales file runs later on our copy, to 11 September 2026, so a recent deed can show in a lot's report. Comps from recorded sales.
Flood zone and surge on a lot
Countywide, 44.8% of parcels with an outline are in FEMA's high-risk zones and 93.9% have a storm surge category; 37.1% are in the Category 1 zone, the first to flood. For vacant lots, 40,305 are in zone AE and 37,199 in zone X. Only 3,937 lots have no surge category, and 31,519 are Category 1. A zone X lot here is still usually a surge lot. Check an address on the state's Know Your Zone map too.
8,285 lots are in zone D, 8,098 of them at Punta Gorda addresses and 5,378 under the code TGA. FEMA's definition: possible but undetermined flood hazards, where no flood analysis has been done. That is not the same as low risk.
After Ian, who is building
Hurricane Ian came ashore in September 2022. New single-family homes on the roll went from 2,429 built in 2022 to 4,349 in 2023, 4,665 in 2024 and 3,521 in 2025: 12,535 houses in three years, 13.5% of all of them. In Port Charlotte, 23,733 homes are known to be on sewer and 17,903 on septic, known or likely, so a lot's neighbors are a first hint; the utility has the answer. In Rotonda West, the 5,903 known entries are all sewer.
What the record will not tell you
- Our zoning covers the county and Punta Gorda; 2,527 parcels have no code, 1,731 at Punta Gorda addresses.
- A surge category models a storm; it says nothing of a future house's floor height.
- 2026 millage is adopted for 76 districts, 15.18 to 17.33 mills. Estimating the tax.

The report gives the owner and mailing country, the legal description with its short legal, values, the county's recorded sales, zoning, future land use, flood zone and surge category, wetlands, soils and the sewer line. Charlotte has its own aerials for 2017, 2020 and 2022-23, and NOAA's storm imagery after Irma, Ian, Idalia, Helene and Milton shows each street days after. Line them up to see a lot before and after Ian. Why cheap lots are cheap.
The Charlotte County Property Appraiser is the authority on ownership and value, the recorded plat on a lot's dimensions, Charlotte County on zoning and permits, and FEMA's effective map on the flood zone.
