Out-of-state owner of Florida property: what the mailing address tells you
The address on a Florida roll is where the county mails the tax bill, so a New York or Ontario address says where the bill goes, not where the owner lives. On the 2026 rolls, 13.9% of parcels mail their bill outside Florida: more than a third in Walton, Monroe and Gulf, about one in twenty in Miami-Dade and Leon. Homestead status, not the mailing line, is the county's finding on residence.
What the line actually is
Each county appraiser sends the Department of Revenue a roll with one mailing address per parcel. The Department's 2026 user's guide calls it the primary owner's mailing address and says the state field holds "the state, territory, or country", typed as free text of up to 25 characters. The owner chose it. It can be a second home, an office, an accountant, a relative, or a post office box in a town the owner left years ago.
So treat an out-of-state address as a fact about the bill. It hints that the owner may not live on the property, and it tells you where a letter would reach them. It does not tell you their residence, their citizenship or whether they visit.
Residence is the appraiser's call, under the homestead law
Florida decides residence through the homestead exemption. Under section 196.031, the exemption goes to an owner who holds title on January 1 and makes the property a permanent home in good faith. Section 196.015 says intent to reside is "a factual determination to be made, in the first instance, by the property appraiser", and lists the evidence: a declaration of domicile, a Florida driver license and tag, voter registration, the address on federal tax returns, where the children attend school, and others. The roll's mailing address is not on that list.
The two can disagree. Of the single-family homes that mail their bill outside Florida, 20,645 carry a homestead exemption anyway: the appraiser found a Florida resident who sends the bill somewhere else. The reverse is common too, an owner with a Florida mailing address who lives elsewhere. Read how to tell if a property has a homestead exemption before you draw a conclusion.
Reading the state field: normalise it first
Because the field is typed text, one state comes in several spellings. Florida itself appears as FL on 7,637,361 parcels in 63 counties, as FLORIDA on 1,225,656 in 12 counties (Broward and Orange among them), and as Florida on 568,550, all in Palm Beach. New York is NY in 62 counties and NEW YORK on 50,233 parcels in Broward, Columbia, Hernando, Orange and Palm Beach. Canada is written CANADA on 64,786 parcels and as a province code, such as ON or QC, on 8,241 more.
Before you count anything, map each spelling to one code. We matched the 50 states and DC by code and by full name, put territories and military addresses in their own group, and treated the rest as foreign. A blank state field counts as unknown: in Miami-Dade, 17,382 parcels have no mailing address at all.
Where out-of-state addresses cluster
| 2026 rolls, measured 1 November 2026 | Parcels | Mailed outside Florida |
|---|---|---|
| All 67 counties | 11,090,226 | 13.9% |
| Walton | 94,601 | 36.2% |
| Monroe | 89,162 | 35.4% |
| Gulf | 20,168 | 35.2% |
| Charlotte | 222,623 | 30.5% |
| Lee | 561,559 | 25.3% |
| Miami-Dade | 938,308 | 5.3% |
| Baker | 13,182 | 5.2% |
| Union | 7,111 | 4.4% |
| Bradford | 15,883 | 4.4% |
By state use code, the share follows second homes and land held from afar: 8.3% of single-family homes, 12.3% of mobile homes, 24.3% of condominium units, 26.5% of vacant residential lots, and 70.9% of the subsurface parcels (mineral rights). Of the 1,540,333 parcels mailed outside Florida, 1,413,882 go to another state or DC, 112,678 abroad and 13,773 to a territory or a military address. The leading states are New York (196,174), Texas (105,206), Georgia (96,278), California (87,839) and New Jersey (77,084). Texas ranks high partly because of mineral rights, as the Pasco guide shows.
Where it stops
- Foreign addresses are undercounted. Some counties leave the state blank for a foreign address, so Pasco, Marion, Putnam and Lake show no foreign states at all.
- The address can be stale. It is what the owner last filed with the appraiser, as of the 2026 roll.
- One address, many owners. A management office or a tax service can receive bills for unrelated owners.

The parcel report shows the mailing address under the owner and an Absentee line that reads Yes, outside Florida, when the bill leaves the state (1,542,489 parcels carry that flag). The search's "Owner outside Florida" box uses the same flag in any county. The State box matches the text exactly, so in Broward or Palm Beach search NEW YORK as well as NY. Tap the owner for every parcel under that name and mailing address statewide, as in every Florida property one owner holds, and keep what you learn in the parcel's notes.
Each county property appraiser's 2026 roll is the authority on the mailing address, and the appraiser alone decides homestead and residence. The spelling groups and counts here are ours, made from the rolls as published.
