Clay County parcel search: most Orange Park addresses are not in Orange Park
Search the Clay County Property Appraiser by address, owner or the parcel number with its dashes. Then check which government the lot answers to, because the mailing town in a Clay address is not a city limit: only 11% of the parcels with an Orange Park address are inside the Town of Orange Park, and Fleming Island, which is not a town at all, sits almost entirely inside the state's storm surge zone.
1. Type the number the way Clay writes it
Clay's parcel number has six groups split by dashes, two, two, two, six, three and two characters long, such as 00-00-00-000000-000-00. On every one of the 105,837 parcels on the 2026 roll, the first three pairs are the section, township and range the state's roll gives for the land, so a number tells you roughly where the parcel is before you open it. 203 numbers carry an R in the fourth group.
The appraiser's site searches by number, owner and address. In our search box, type the number with its dashes, as it is stored. Without them it will not match; the address works either way.
2. Find out which government the address belongs to
Clay has four incorporated places: Orange Park, Green Cove Springs, Keystone Heights and Penney Farms. Everything else, Fleming Island and Middleburg included, is unincorporated county, whatever the address says. The roll shows how far the post office names stretch:
- Orange Park. 30,692 parcels have an Orange Park address. 3,379 of them are in the town.
- Keystone Heights. 10,238 parcels carry the name; 802 are in the city.
- Penney Farms. Its 191 parcels have Green Cove Springs addresses.
It changes two things. The tax rate: in 2025 a parcel in the unincorporated county paid 15.2523 mills, one in the Town of Orange Park 18.1484, in Keystone Heights 18.7119 and in Penney Farms 19.5581. And the zoning: the county's code governs the first, the town's the others. Turning mills into a tax estimate.
3. Read the zoning code, or the placeholder
Our zoning comes from Clay County's layer, 97,385 parcels under 53 codes, plus the City of Green Cove Springs' own, 4,303 parcels. The county's most used codes are PUD (26,080 parcels), AR (19,041), RB (14,301) and BFPUD (14,010). Inside the three smaller towns, the county's layer carries a placeholder instead of a district: OPMUNI on 3,380 parcels, KHMUNI on 802, PFMUNI on 191. If the report shows one of those, the rules are in that town's code, so ask its planning office. 4,149 parcels have no code at all, 2,623 of them at Green Cove Springs addresses.
4. Check the surge map on the river
Clay has no coastline, yet the St. Johns River runs along its whole eastern edge, and the state's surge model carries storm water up the river. FEMA's flood map and the state's surge map tell two different stories here:
| Address area, measured 1 November 2026 | In FEMA's high-risk zones | In a storm surge zone | Homestead |
|---|---|---|---|
| Fleming Island | 8.0% | 90.9% | 69.9% |
| Middleburg | 7.7% | 30.2% | 59.2% |
| Green Cove Springs | 5.1% | 23.5% | 49.3% |
| Orange Park | 4.1% | 19.3% | 61.7% |
| Keystone Heights | 11.6% | none | 41.5% |
| All of Clay | 6.8% | 28.8% | 56.8% |
On Fleming Island, 10,701 of 11,771 parcels on the surge layer fall in some category. Most need a big storm: 1,354 are in the Category 1 zone, while 3,188 first take water in a Category 4 and 2,691 in a Category 5. Every parcel there has an evacuation zone. Check an address on the state's Know Your Zone map, and see flood zone and storm surge for what each map means. Keystone Heights, in the southwest, is the reverse: none of its 10,213 parcels has a surge category, and a larger share sits in FEMA's high-risk zones. Countywide, 2,054 parcels sit in zone A, high risk but drawn without a flood elevation.
5. Know the big neighbours
A third of Clay's land is public. The Armory Board of the State of Florida holds 121 parcels and 68,542 acres, 16.2% of the acres on the roll: Camp Blanding, the National Guard's training ground in the west of the county. The Fish and Wildlife Conservation Commission runs a wildlife management area of over 56,000 acres there with the Department of Military Affairs. The state's trustees hold another 31,489 acres and the St. Johns River Water Management District 26,481.
Ownership has its own pattern too. 3,849 Clay parcels send their tax bill to Arizona or Utah, but to only 92 mailing addresses, and 2,792 of them are single-family houses. On a street where that is common, the report's owner line will show it. What an out-of-state mailing address tells you.
What houses sold for
From May 2025 to April 2026, the last full month of the state's sales file for Clay, single-family homes sold in qualified one-parcel deeds (codes 01 and 02) at a median of $344,000 over 3,645 sales. Fleming Island led at $435,000 (445 sales), then Green Cove Springs $350,500 (1,051), Orange Park $315,000 (1,087), Middleburg $310,000 (898) and Keystone Heights $294,500 (140). Our copy has no county sales file for Clay, so a deed after April may not show yet.
What this does not settle
- The town placeholders say whose code applies, not what it allows.
- A surge category is a model of a storm, not a forecast for a lot, and neither map knows how high a floor sits.
- 10.7% of Clay parcels have an owner we match to a Sunbiz filing; trusts and people are read as written on the roll.
On the map
Type the address or the dashed number. The report gives the owner and mailing address from the roll, values, recorded sales, the zoning code with its jurisdiction, future land use, FEMA's zone, the surge category and evacuation zone, wetlands, soils and the septic and water line. NOAA's photographs after Hurricane Irma (2017) show the river shore the week after. From the owner, one tap lists every parcel that owner holds.
The Clay County Property Appraiser is the authority on ownership and value, the town or county planning office on zoning, FEMA's effective map on the flood zone and Clay County Emergency Management on evacuation.
