Okaloosa County flood zones: Destin and Fort Walton Beach by surge, Crestview by creek
FEMA's map puts only 5.9% of Okaloosa parcels in a high-risk flood zone, but the state's storm surge map reaches 35% of them, nearly all south of the bays in Destin, Fort Walton Beach, Shalimar and Niceville. North of the bays, around Crestview, Baker and Holt, there is no surge at all, and the floodplain follows creeks and rivers. Read both maps for any parcel, and expect a third of the county's land to be Eglin Air Force Base.
Two counties in one
Okaloosa runs from the Alabama line to the Gulf, and Choctawhatchee Bay cuts it in two. The coast and the bays carry nearly all the storm surge. The northern half floods a different way: rain running down creeks, which FEMA maps as zone A or AE along the water and nothing elsewhere. The city in each parcel's site address shows the split cleanly.
| Site address city, measured 31 October 2026 | Parcels | In FEMA's high-risk zones | In a storm surge zone |
|---|---|---|---|
| Destin | 18,313 | 10.9% | 73.3% |
| Shalimar | 4,600 | 11.4% | 61.7% |
| Fort Walton Beach | 26,591 | 7.9% | 54.5% |
| Mary Esther | 5,762 | 7.6% | 39.1% |
| Niceville | 15,509 | 5.7% | 34.3% |
| Holt | 2,307 | 11.3% | 0 |
| Baker | 4,880 | 4.2% | 0 |
| Crestview | 29,396 | 1.7% | 1 parcel |
The FEMA share is of parcels with their own outline; condo units share their building's. Holt, inland on the rivers, has a larger share of parcels in FEMA's high-risk zones than Fort Walton Beach on the sound. A city's name in an address also covers unincorporated land around it, so these are areas, not city limits.
Destin and Fort Walton Beach: read the surge map first
On the coast the two maps disagree most. Countywide, 23,628 parcels sit in FEMA's zone X, outside the high-risk area, yet inside a surge zone: a quarter of everything in zone X. In Destin that is 6,306 parcels, in Fort Walton Beach 8,649. Zone X means a federally backed mortgage does not require flood insurance there. It does not mean a hurricane cannot push the Gulf onto the lot.
The surge here builds with the storm. Only 1,957 Okaloosa parcels are in the Category 1 zone, the first to flood; 15,188 first take water in a Category 4. The county's evacuation zones follow: 589 parcels in zone A, 28,501 in zone B. To check an address against the state's own map, use Know Your Zone.
VE, the coastal zone with breaking waves, covers 398 parcels in the county: 220 of them in Destin and 83 at Fort Walton Beach addresses. Destin is also a condo town. 7,919 of its 18,313 parcels, 43.2%, are condo units, and only 26.4% of its parcels carry a homestead exemption, against 45.1% countywide.
North of the bays: the lot, not the area
Around Crestview, Baker, Laurel Hill and Holt, the question is whether a creek crosses the parcel. FEMA's zone is assigned to a parcel as a whole, so a large rural lot can read zone X while a branch runs through its back acres. Countywide, 4,263 parcels outside the high-risk zones have 10% or more of their area inside them, and 2,255 have a quarter or more. Look at how much of the lot each zone covers, not only the label. What A, AE, VE and X mean.
Eglin: a third of the county belongs to the federal government
On the 2026 roll, 112 parcels owned by the U.S. government and coded military hold 242,259 acres: 32.1% of the 754,636 acres on Okaloosa's roll. That is Eglin Air Force Base and its range, which fill the middle of the county between Niceville and Crestview. It is not for sale, and its border matters to anyone buying beside it. Land coded state-owned covers another 64,595 acres. Expect the private land you are researching to sit in the gaps between them.
Where it stops
- Zoning. We show the county's zoning and Destin's and Fort Walton Beach's, 75.6% of parcels. Crestview, Niceville, Valparaiso, Mary Esther and the other cities zone their own land, and their codes are not on our map yet: 12,694 parcels at Crestview addresses and 7,537 at Niceville addresses show none. Ask that city. Zoning coverage by county.
- The building's height. Neither map knows how high a floor sits. An elevation certificate does.
- Map changes. A letter of map change from FEMA can move one lot after the map was drawn. Check the effective panel on FEMA's Map Service Center.
- The appraiser's record. The Okaloosa County Property Appraiser, at okaloosapa.com, holds the current owner and value; we read the state's July roll.

Type the address. The report gives the FEMA zone with each zone's share of the lot, the surge category and the evacuation zone beside the owner, values, sales and wetlands. Turn on the flood, surge and evacuation layers over an aerial to see where the lines fall. Where NOAA flew after Hurricane Michael (2018), Hurricane Sally (September 2020) or Hurricane Isaias (October 2026), the Storm imagery photographs show how the street looked that week. What the zone means for a policy is in flood zone vs flood insurance.
FEMA's effective Flood Insurance Rate Map is the authority on a parcel's flood zone, and Okaloosa County Emergency Management on evacuation. Our layers are drawn from FEMA's and the Division of Emergency Management's published data; check theirs before a purchase or a policy depends on it.
